Having contributed to the development of many of the existing United States’ Homeland Security, Emergency Management, Homeland Defense, and Defense Support of Civil Authorities (DSCA) policies, programs, and organizations, Dr. Howard Murphy is considered by man professionals to be a mentor leader. He possesses over 30 years of program management experience with service-oriented companies and the military, specializing in building collaborative relationships and “tiger” teams for the purpose of accomplishing difficult and/or complex missions. Major areas of concentration are complex emergency management, national security, terrorism counteraction, and weapons of mass destruction counter-proliferation programs and operations. Dr. Murphy has over 30 years of emergency management experience at the local, state, national, and international levels, and has worked on policy issues at all levels.
Additionally, Dr. Murphy has over 36 years of emergency response experience, including pre-hospital emergency medical services (EMS), special medical program operations, hazardous materials and firefighting, special weapons and tactical medical support operations. His medical operations experience includes high-performance EMS management at the Director, Chief Officer, and Commissioner levels, budget analysis and development, risk assessment and management, and special medical operations management, including military and civilian tactical medical operations, and remote medical operations management. In military units, Dr. Murphy has led and managed combat, combat support, and combat service support activities, to include medical intelligence and operations programs, and WMD counter-proliferation (combating WMD) programs and response teams.
Dr. Murphy holds a Bachelor of Arts in Psychology from Carson-Newman University in Tennessee, as well as a Masters of Business Administration (MBA) with a focus in healthcare administration from City University of Seattle in Washington. In addition, Dr. Murphy earned a Master of Strategic Studies (MSST) from the U.S. Army War College and holds a Doctor of Philosophy (PhD) from Piedmont International University in North Carolina.
